Enabling FingerPrints On Windows PCs Joined To Domain Due To Windows Hello World

Some users do come to me to help activate the FingerPrints on their Windows PC which all Windows Users are all joined to Domain, And most of the users don't have Administrative Privilege.

I have tried different procedures by enabling Windows Hello from Computer Configuration > Administrative Templates > Windows Component > Windows Hello for Business , It didn't work out, I tried that also on User Configuration > Administrative Templates > Windows Component > Windows Hello for Business, Still the samething.
